중국 연수 공무원의 버스사고 수습을 위해 현지에 머무르던 최두영(55) 지방행정연수원장이 5일 숨진 채 발견됐다.
행정자치부에 따르면 행자부 현지수습팀이 투숙한 지린(吉林)성 지안(集安)시 홍콩성호텔 보안요원이 이날 오전 2시50분께 최 원장이 호텔건물 외부 지상에 쓰러져 있는 것을 발견해 인근 병원으로 옮겼다.
최 원장은 병원에서 응급처치를 받았지만 오전 3시36분께 사망판정을 받았다.
지안시정부 웨이보(微博·중국판 트위터)에 따르면 이날 오전 3시13분께 지안시 개발구파출소로 모 호텔 4층에서 남성 1명이 추락했다는 신고가 들어왔으며, 병원 구급차량이 현장에 도착했을 때 추락한 남성은 이미 숨진 상태였다.
한 행자부 관계자는 "최 원장이 호텔 객실에서 떨어져 숨졌다"면서 "추락 원인이 투신인지 실족인지는 확인되지 않았다"고 말했다.
중국 당국은 최 원장의 사망 경위를 조사하고 있다.
최 원장은 사고 이튿날인 이달 2일 정재근 차관과 함께 출국, 현지에서 사고수습 활동을 해왔다.
그는 현지수습팀의 일원으로 버스사고 사망자 10명의 유족과 장례절차를 협의하고 조율하면서 안타까움과 압박감에 시달린 것으로 전해졌다.
이번에 중국에서 버스사고를 당한 지방공무원 일행 148명 중 143명은 전북 완주 소재 지방행정연수원에서 중견리더과정에 참여하던 교육생들이다.
이달 1일 오후 이들을 태운 버스 6대 중 1대가 지안시의 다리에서 추락, 일행 중 10명이 숨지고 16명이 다쳤다.
최 원장은 강릉고와 서울대를 졸업하고 1983년 행정고시(27회)에 합격, 공직에 입문한 정통 내무관료다. 행정자치부 주민과장, 행정안전부 정책기획관, 강원도 행정부지사 등 주요 보직을 거쳐 올해 1월 지방행정연수원장으로 임명됐다. 2006년에는 홍조근정훈장을 받았다.
그는 생전 공직자로서의 뛰어난 역량과 합리적이고 온건한 성품으로 주위의 두터운 신망을 받은 것으로 알려졌다. 슬하에 아들 둘이 있다. (연합)

S. Korean official handling bus crash in China found dead
A senior South Korean public servant was found dead Sunday in the Chinese city of Jian where he had been handling the aftermath of a recent bus crash that killed 10 Korean government officials, officials here said.

Chinese authorities are investigating the cause of his death.
"It has not been confirmed whether Choi jumped from the hotel to his death or lost his footing and fell," said an official at the Ministry of Government Administration and Home Affairs. The institute is affiliated with the ministry.
Choi left for China on Thursday with the vice minister of home affairs to handle the aftermath of the bus accident.
He was known to have felt a heavy responsibility for the tragic accident.
The government said that the victims' bodies are expected to be moved to South Korea as early as Monday. (Yonhap)
