영주권자에 재외국민용 주민증 발급 추진

새누리당 원유철 의원은 15일 국외 이주 국민의 주민등록 말소 제도를 폐지하고 오는 2015년부터 영주권자에게 재외국민용 주민등록 증을 발급하는 내용의 주민등록법 개정안을 발의했다.

    현행법상으로는 대한민국 국적을 갖고 외국으로 이주한 국외 이주주민은 반드시 국내 주민등록을 말소해야 했으나 개정안은 이 제도를 폐지해 국외 이주자가 거주 목적으로 국내에 입국할 경우 주민등록의 재등록 및 신규등록이 가능하도록 했다.

    당 재외국민위원장을 맡고 있는 원 의원은 "그동안 국외 영주권자는 주민등록번 호가 없어 인터넷 사이트 이용은 물론 금융 거래, 부동산 매매, 국내취업 등 경제활 동에서 불편함이 컸는데 앞으로는 국내 생활이 편해질 것"이라고 말했다.

    그는 또 "국외 영주권자는 주민등록이 말소돼 대한민국 국민으로서의 자격이 박 탈됐다는 상실감을 느꼈는데 앞으로는 대한민국 국민이라는 소속감도 항상 느낄 수 있을 것"이라면서 "법안 발의에 앞서 안전행정부와 2015년부터 이 제도를 시행키로 협의를 마쳤다"고 설명했다.

Permanent residents abroad may receive Korean IDs

Ruling Saenuri party lawmaker Rep. Won Yoo-chul and 14 other National Assembly members on Friday proposed a bill simplifying legal procedures in receiving domestic IDs for Koreans who hold permanent resident status abroad.

If the legislation is passed, Korean nationals living abroad with foreign green cards will be able to acquire similar identification numbers and cards as those citizens living in Korea.

Current residency laws cause much discomfort for Koreans abroad who are not eligible to hold Korean IDs, Won said, because numerous internet sites, financial transactions, and employment activities require their use. Not to mention the psychological deprivation these citizens feel, he added.

The amendment was initially conceived in November 2012 as a part of Park Geun-hye’s presidential election pledges. Park recommitted herself to such a bill during her visit to the United States in May.

Hopes for the bill’s approval are high as opposition Democratic Party members are also positive about the bill’s prospects, Won said.

If passed, the law will take effect in January 2015.
