Former Police Commissioner-General Cho Hyun-oh on Wednesday was questioned by the prosecution over allegations that he defamed the late former President Roh Moo-hyun with remarks indicating his creation of slush fund.
“I am sorry to have caused a stir with my inappropriate comments,” he said as he entered the Seoul Central Prosecutors’ Office in southern Seoul on 1:50 p.m. But he refused to elaborate. “It will be inappropriate for me to say anything before the questioning,” he said.
The investigation was prompted by complaints from family members of Roh, who killed himself on May 23, 2009 as the prosecution tightened its examination into allegations of illegal funds. The investigators closed the case after his death.
But Cho alluded to Roh’s irregularities at a meeting of high ranking police officials at the Seoul Metropolitan Police Agency in 2010 saying, “Why did Roh kill himself? Just a day before his death, we found his slush fund kept under a borrowed-name account.”
The bereaved family members sued him but the prosecution has been reluctant to delve into the case, claiming that is already closed due to Roh’s death. The case was brought to light once again when Cho brought up the alleged irregularities again with a vernacular magazine earlier this month.
Cho claimed that he had secured the details about the borrowed name accounts Roh had made to manage his secret funds.
And summoning Cho is expected to force the prosecution to reopen Roh’s case.
“In order to verify Cho’s claims, prosecutors have no option but to relaunch the investigation,” a prosecution insider said.
Lee In-gyu, former chief of the Supreme Prosecutors’ Office’s Central Investigation Department which was in charge of Roh’s case in 2009, said half of Cho’s claim is correct.
“It would have been wrong for Cho to say anything if there was nothing. But Roh was being investigated for corruption,” he told Donga Ilbo newspaper.
The Roh Moo-hyun Foundation on Wednesday welcomed the investigation. It sent rice cakes to the prosecution to celebrate the questioning and encourage the investigators.

이날 오후 1시55분께 검찰청사에 나온 조 전 청장은 차명계좌의 존재와 증거제출 여부 등을 묻는 취재진의 질문에 “검찰조사를 받으러 왔는데 지금단계에서 여러가지 이야기를 하는 것은 바람직하지 않다고 생각한다”는 답변을 되풀이하며 “저의 부적절한 발언때문에 고 노무현 대통령과 유족께 심려를 끼쳐드린 것은 정말 송구스럽게 생각한다”고 밝혔었다.
서울중앙지검 형사1부(백방준 부장검사)는 노 전 대통령 차명계좌 발언으로 사자(死者) 명예훼손 혐의로 고발당한 조 전 청장을 상대로 차명계좌 발언 경위와 근거 등을 집중 조사했다.
조 전 청장은 서울경찰청장이던 2010년 3월 경찰 기동대를 특강에서 노무현 전 대통령이 자살한 이유에 대해 “뛰어내리기 전날 차명계좌가 발견되지 않았느냐”고 말한 것이 같은 해 8월 뒤늦게 알려지면서 유족으로부터 사자 명예훼손으로 고발됐다.
조 전 청장은 이와 관련, 지난해 4월 검찰에 진술서를 제출했고 6월에는 서면조사를 받았다.
조 전 청장은 검찰 조사에서 노 전 대통령 차명계좌의 존재를 구체적으로 밝히겠다는 입장을 최근 언론에 밝히기도 했으나 실제로 그가 어떤 진술을 하고 증거를 제출했는지에 따라 향후 정치적으로 큰 파장이 일 전망이다.
