Kangwon Land probed over card-game fixing

Police are currently investigating Kangwon Land, the country’s only casino open to Korean citizens, over allegations that some of its workers were running a scheme to fix card games.

Police officers of Jeongseon in Gangwon Province on Friday have requested arrest warrants from the prosecution for two casino maintenance staff for installing micro-cameras on card shoes at game tables in order to read the cards before they are dealt.

Officers have raided the office of the two to secure the problematic card holders, computers, cars and their telecommunications records.

The investigators said one of the maintenance workers, teamed up with a regular customer and ordered his subordinate to install a tiny-camera on a card shoe at a baccarat table.

They said one of the workers would read the cards before they were dealt with the camera and notify the gambler, who is believed to have made more than 800 million won. The maintenance staff were promised 10 percent of the profits. The scheme is believed to have continued for more than three years.

The scam came to the light when another gambler reported his suspicions to the casino management on Monday. The casino management said it found another camera on another baccarat table.

Investigators suspect that gangs from Hong Kong or Japan may have been involved in the scam.

“Baccarat is a game with many players betting at the same time and chances are high that a gang orchestrated the scheme. We have referred the two problematic card shoes to the National Forensic Service,” an investigator said.

The police are also looking into whether more casino workers were involved since it took more than 10 hours for management to report the discovery to the police, which would have been an enough time to destroy key evidence.

Casino management said they were considering shutting down the facility for one or two days for an inspection.

“We have formed an emergency committee to prevent the recurrence of this mishap. We have also asked the executives to resign,” Kangwon Land CEO, Choi Hung-jip, told the reporters. This is the first time the management has considered a shutdown since the casino opened on Oct. 28, 2000.

강원랜드 압수수색ㆍ직원 긴급체포..3년여 '몰카'

강원랜드 카지노 직원들이 3년여 동안 몰래카메 라를 설치해 승률을 조작해온 것으로 드러났다.

'강원랜드 카지노 몰카사건'을 수사중인 정선경찰서는 30일 고객과 짜고 강원랜 드 카지노에 초소형 몰래카메라가 장착된 `슈(카드통)'를 설치하도록 지시한 강원랜 드 정비담당주임 황모(42)씨와 직원 김모(34)씨를 각각 사기 및 업무방해 등 혐의로 긴급 체포했다.

경찰은 이에 앞서 29일 강원랜드 직원 사무실, 황씨와 김씨의 집과 사무실, 차 량 등을 압수수색했으며 통화내역과 휴대전화 문자메시지 수•발신 기록 등 자료를 관련기관에 요청했다.

경찰에 따르면 황씨는 고객 A씨와 짜고 2009년부터 지난 26일까지 3년여 동안 수십 차례에 걸쳐 몰래카메라가 장착된 카드통을 강원랜드 카지노 내 지정 테이블에 설치하도록 김씨에게 지시하고 김씨는 황씨의 지시에 따라 이를 설치, 사기도박이 가능하도록 도운 혐의를 받고 있다.

경찰 조사결과 황씨 등은 카드통을 테이블에 갖다 놓는 대가로 고객이 테이블 게임에서 딴 총 수익금의 10%를 받기로 했던 것으로 드러났다.

그러나 황씨는 A씨로부터 받은 돈이 김씨에게 나눠준 돈까지 합쳐 모두 3천만원 정도라고 진술했으나 김씨는 황씨로부터 4천만원 정도를 받았다고 말하는 등 진술이 엇갈리는 것으로 알려졌다.

이에 따라 경찰은 이들이 몰래카메라 설치를 통해 얻은 수익이 최소 7억~8억원 정도로 보고 있으며 황씨와 짜고 몰래카메라를 설치한 고객 A씨에 대한 신원파악과 함께 추가 공범이 있는지에 수사력을 모으고 있다.

그러나 카지노 고객이 몰카 의혹을 제기한 뒤 강원랜드측이 경찰에 신고하기까 지 10시간가량이 걸려 증거자료의 상당 부분이 은폐됐을 가능성도 제기되고 있다.

이 사건 담당 경찰관은 "(강원랜드가) 자체조사를 한다며 시간을 많이 허비했다"

고 말하고 "그렇다 보니 증거물 등이 좀 사라진 느낌이 든다"고 말했다.

한편 고한.사북.남면지역살리기공동추진위원회(위원장 최경식)는 29일 성명서를 통해 "공정한 게임의 법칙이 철저하게 지켜져야 할 강원랜드에서 절대 있어서는 안 될 사건이 발생했다"며 "직원과 고객이 치밀하게 승부조작에 공모한 것으로 추정되 는 중대 범죄행위"라며 철저한 진상조사와 엄중처벌을 요구했다.
