Dozens of sex offenders found working illegally at youth facilities

Police have uncovered dozens of convicted sex offenders working at schools and other educational facilities for minors in violation of a law banning their employment at such places, officials said Thursday.

Under the law, those convicted of sex crimes and sentenced to a minimum punishment of a fine are banned from working at juvenile facilities including schools and private institutes for ten years after their conviction.

In a nationwide inquiry into the criminal records of 139 million public and private workers at 270,000 such facilities, 27 people were discovered to have been convicted of sex crimes, the National Police Agency (NPA) said.

It marks the first time that the NPA has conducted the extensive inquiry in cooperation with five relevant ministries, such as the education and welfare ministries, since the regulation took effect in 2006.

"Of 1,179 sex crimes against minors last year, more than 10 percent took place at schools, private institutes and child care centers. Also, 44.3 percent of sex offenders victimized children they were acquainted with," said Lee Un-ju, an NPA officer.

Of the 27 people caught, six had been serving as teachers at either schools or private institutes, with one waiting to be appointed as an elementary school teacher. The other 17 had been working at sports facilities such as gyms and taekwondo studios, while two were janitors at apartment buildings and one had been running a child care center, according to the NPA.

By type of sex crime, 10 out of 27 were convicted of sex trafficking of minors, followed by sexual harassment with eight and rape with seven, the NPA said.

In one case, an unidentified man, who had served a jail term for raping a teenager, was found working at a private institute as an English instructor, while a female middle school teacher, who has been behind bars for child molestation charges, was able to maintain her title, the NPA added.

"We will thoroughly check the criminal records of the employees and the would-be workers at facilities the adolescents use on a regular basis to protect them from sex offenders," Lee of the NPA said. (Yonhap News)

성범죄 전력 교육자 27명 관련 부처 통보

청소년을 성매수 한 적이 있는 사람이 초등학교 방과 후 교사로 재직하고 13세 미만 어린이를 성폭행한 사람이 태권도 학원을 운영하는 등 성범죄 전력자들이 교육기관에서 활동하고 있었던 것으로 드러났다.

경찰청은 여성가족부, 교육과학기술부, 보건복지부, 국토해양부 등 부처와 합동으로 전국 아동•청소년 관련 시설 27만 곳 종사자 139만여명의 성범죄 경력을 조회 하고 성범죄 전력자 27명을 해당 부처에 통보했다고 10일 밝혔다.

청소년 또는 성인 대상 성범죄로 벌금형 이상이 확정된 사람은 10년 동안 청소년 시설을 운영하거나 취업할 수 없다는 성범죄자 취업제한 제도가 시행된 이후 관계부처가 합동으로 일제 점검에 나선 것은 이번이 처음이다.

경찰이 적발한 성범죄 전력자 중에는 초•중학교 교사 2명, 초등학교 임용예정자 1명, 학원 종사자 4명 등 교육기관 종사자가 7명이나 포함돼 있다.

당구장과 태권도장•복싱장•헬스장 등 체육시설 종사자가 17명이고 아파트 경비원 2명, 어린이집 운영자 1명 등도 이번에 범죄 전력이 확인됐다.

범죄유형별로 보면 청소년 성매매가 10명으로 가장 많았고 강제추행범 8명, 강간범 7명, 카메라 등을 이용한 도촬범 1명, 음란물 제작자 1명 등 순이다.

구체적인 사례를 들면 청소년을 성매수 하다 적발돼 벌금 300만원을 낸 사람이 초등학교 방과 후 교사와 어린이집 운영자, 학원 강사로 각각 재직하고 있었다.

특히 어린이집 운영자 A씨는 채팅사이트에서 만난 가출청소년 B양이 청소년인지 알면서도 2006년 10월에 성매수를 했다. A씨는 올해 7월23일 어린이집을 등록했다.

19세 미만을 성폭행했다가 징역형을 받은 사람은 영어교습소에서 버젓이 활동하고 있었다. 그는 2007년 12월에 미성년자를 강제추행했다가 징역 9월을, 선고 2개 월만인 2009년 6월에 다시 미성년자를 강간해 징역 2년형을 받은 상습범이었다.

미성년자를 성폭행하고 징역 3년(집행유예 4년)을 선고받은 사람은 컴퓨터 학원 강사로 일하다가 적발됐다.

19세 미만 청소년을 강제추행해 징역 4년을 선고받고 복역 중인 여중 교사가 교 사직을 유지하고 있었고 강간범(징역 3년)이 태권도 학원을 운영하는 사례도 있었다.

현재 배드민턴 시간제 강사로 활동 중인 C씨는 2008년 8월에 평택의 오피스텔에 서 16세 소녀와 술을 마시던 중 옷을 벗기고 강간을 시도하다 미수에 그친 바 있다.

경찰은 강제추행 혐의로 재판이 진행 중인 당구장 운영자 1명과 아파트 경비원 1명을 이들과 별도로 관계 기관에 통보했다.

경찰청 관계자는 "관련부처와 적극적으로 협력해 아동•청소년 관련 시설 취업 예정자의 성범죄 경력을 철저하게 조회해 성범죄자의 접근을 원천적으로 차단하고 장애인 복지시설도 성범죄자의 취업제한시설에 포함되도록 법 개정을 위해 노력할 것"이라고 말했다.
