All universities with the Reserve Officers’ Training Corps program in place will be allowed to recruit their female students for the program this year, officials at the Ministry of National Defense said Monday.
A total of 109 four-year universities across the country will be able to give chances for their female students to join the country’s collage-based Army officer training program, which had only been open to male students until 2009.
Critics had said that the program, only open to men, was discriminatory. Last year, the Army allowed 60 female students to join the program at seven selected universities for the first time since it was introduced here in 1961.
Sophomores can apply for this year’s ROTC recruitment competition. There will be a set female quota for this year’s female ROTC cadets, which has yet to be determined, officials said. The successful applicants will be announced in August.
As with male cadets, all female cadets are to receive 175 hours of military education and 12 weeks of training at a military training center. A female ROTC student is obliged to serve in the military for 28 months.
Should a student be selected for the program this year, she will be commissioned as second lieutenant in March 2014.
As of December 2010, the number of female commissioned officers stood at 3,236, accounting for 5 percent of the total commissioned officers in the 650,000-strong military. The total number of female officers is 6,598, accounting for 3.7 percent of the total officers.
The military seeks to increase the ratio of female officers up to 5.6 percent by as early as 2016.
The U.S. introduced an ROTC program for female students in 1973 which produced a four-star female general, Ann E. Dunwoody.

지난해 숙명여대를 비롯한 7개 대학에서 시범 모집했던 여성 학군사관 후보생(ROTC)을 올해부터 전국 109개 대학에서 모집할 수 있게 된다.
육군은 최근 학군단이 설치된 모든 4년제 대학에서 여성 ROTC를 모집할 수 있다는 내용의 공문을 전국 109개 학군단에 보냈다고 국방부가 7일 밝혔다.
이에 따라 학군단이 설치된 모든 대학의 2학년 여학생은 이달 중 시행되는 제52기 ROTC 선발전형에 지원할 수 있으며 복수전공 이수로 5년간 대학을 다녀야 하는 3학년 여학생도 ROTC에 도전할 수 있게 된다고 국방부는 설명했다.
다만, 수용ㆍ관리 등 여건상의 이유로 선발을 희망하지 않는 대학 학군단은 여성 ROTC를 모집하지 않아도 된다.
대학별 모집인원 간 자율경쟁으로 최종 합격자를 선발하는 남성 ROTC와 달리 여성 ROTC는 지역별 모집인원 간 자율경쟁으로 뽑게 되는데 선발 인원은 미정이며 최종 합격자는 오는 8월에 발표될 예정이다.
실제 서울대 학군단(제101 학군단)은 여성 ROTC를 선발한다는 방침에 따라 이날부터 다음 달 1일까지 원서를 접수하는 것으로 알려졌다.
제52기 ROTC로 선발되면 대학 교과과정과 병행되는 2년간의 군사훈련을 거쳐 2014년 3월 육군 소위로 임관해 2년4개월간 소대장 등의 직무를 수행하게 되며 일부 ROTC는 해병대 장교로도 근무할 수 있다.
또 희망자는 근무평정 등에 따라 복무 연장이나 장기 복무도 가능하며 대학 재학 중에는 장학금 혜택과 아울러 소정의 장려금도 받을 수 있다.
육군은 지난해 하반기 숙명여대(30명)를 비롯해 고려대와 명지대, 충남대, 전남대, 영남대, 강원대(각 5명) 등 7개 대학 학군단에서 모두 60명의 여성 ROTC를 시범 선발했다. 이들은 2년간 모두 175시간의 군사교육과 12주의 입영 훈련을 받고 임관하게 된다.
군 관계자는 "지난해 말 이명박 대통령의 지시로 여성 ROTC 선발 확대를 검토해왔다"며 "앞으로도 여군 간부(장교+부사관) 채용을 늘려 2020년까지 여군 간부 비율을 5.6%로 확대하는 계획을 2016년에 조기 달성할 예정"이라고 말했다.
