South Korea's farm minister offered Friday to step down over the severest foot-and-mouth (FMD) outbreak in the country's history once ongoing quarantine efforts arrest the spread of the highly contagious animal disease.
Yoo Jeong-bok said in a news conference that he plans to take full responsibility for the outbreak that forced the government to cull more than 2.88 million livestock in the past 60 days at a cost exceeding 1.5 trillion won ($1.34 billion).
"I plan to do my utmost to try to contain the FMD outbreak as soon as possible, and once the situation comes under control will step down," he said.
The decision to step down aims to end demands by politicians and the press, which had demanded someone take responsibility for the animal disease outbreaks that have spread throughout the country.
Opposition lawmakers, civic groups, and the local media have been critical about Seoul's response to the animal disease, with criticism focused on inadequate initial quarantine measures and slowness of the decision to vaccinate animals.
The government started vaccinating animals on Dec. 25, almost a month after the first outbreak was confirmed on Nov. 29, with nationwide inoculations being ordered for all 13 million pigs and cattle in the country early this month.
During this time, the disease spread through six provinces and two major cities.
"Political wrangling over who should be held responsible for the outbreak does nothing to help the situation," he stressed, adding that he has no intention of clinging to the ministerial post.
Yoo said that while more time will be needed to fully determine the exact cause of the outbreak and who should be held accountable, the current situation calls for concerted nationwide efforts to end the FMD outbreaks.
The two-term lawmaker from the ruling Grand National Party was appointed farm minister on Aug. 30.

유 장관은 이날 청사에서 긴급 기자회견을 자청, 최근 `구제역 사태'와 관련해 불거지고 있는 `책임론'에 대해 이같이 밝히고 "구제역 사태에 대한 모든 책임은 장 관이 질 것이며, 끝까지 책임을 다하는 공직자의 본분을 지키겠다"고 강조했다.
그러나 유 장관은 최근 정치권 등에서 제기되고 있는 책임론이 사태해결에 도움 이 되지 않는다는 입장도 분명히 밝혔다.
유 장관은 "최근 백신 접종으로 구제역이 다소 진정 기미를 보이고 있긴 하지만 아직 사태 종식을 속단하기는 어려운 상황"이라며 "지금은 오로지 사태해결에 모든 생각과 역량을 집중해야 할 때이지만, 책임론 등 정치적 논란이 일게 되는 것은 사 태해결에 도움이 되지 않는다"고 말했다.
그러면서 그는 "모든 일에는 원인과 결과가 반드시 있고 기간이 지나면 책임소 재도 분명히 드러나겠지만 정치인은 시시비비를 떠나 결과에 대해 깨끗이 책임지는 모습을 보여야 한다고 생각한다"면서 "결코 장관직에 연연하지 않겠다"고 밝혔다.
유 장관은 "현재 주어진 급선무는 구제역 조기 종식과 피해의 원만한 수습"이라 며 "이번 사태에 대한 책임은 전적으로 장관이 질 것"이라고 거듭 강조했다.
이어 유 장관은 "축산농민은 물론 많은 자원봉사자, 공무원, 경찰, 군인들이 혹 한과 싸우며 구제역과 전쟁을 벌이고 있는 상황 속에서 정치적 공세나 책임공방으로 구제역의 조기종식에 더이상 부담이 되지 않게 되기를 충심으로 바란다"고 덧붙였다 .
