12월 대선을 한 달여 앞두고 민주통합당 문재인, 무소속 안철수 후보 간의 단일화 룰 협상이 본격화되면서 대선정국이 달아오르고 있다.

두 후보는 협상에서의 유리한 고지를 점하기 위해 물밑 힘겨루기를 한창 진행 중이고, 새누리당 박근혜 후보는 두 후보와의 차별성을 부각시키며 `마이웨이' 행보 를 이어가고 있다.

야권 단일화 협상 진행과정과 박 후보의 단일화 대응 행보에 따라 유동적인 현 판세는 흔들릴 가능성이 높다.

문 후보 측 박영선 공동선대위원장과 안 후보 측 조광희 비서실장이 각각 팀장을 맡은 `단일화 방식 협의팀'은 13일 오전 통의동 갤러리 `류가헌'에서 상견례를 가진데 이어 오후 시내 모처에서 첫 회의를 갖고 최대 쟁점인 룰 협상에 본격 착수했다.

양측은 후보등록일(25∼26일) 전 단일화 성사를 위해 최대한 협상에 속도를 낸다는 방침이지만 단일화의 제1원칙에 대한 시각차가 엄존해 난항이 예상된다.

현재 문 후보 측은 `야권후보 적합도'를, 안 후보 측은 `본선 경쟁력'을 각각 강조하고 있다.

문 후보 측 협상팀장인 박영선 공동선대위원장은 이날 연합뉴스와의 통화에서 "

야권 단일화는 정권교체를 바라는 국민들의 후보를 정하는 작업"이라며 "유불리를 따지기에 앞서 국민이 공감할 수 있는 방법, 국민과 함께 가는 방법이 돼야 한다"고 밝혔다.

안 후보 측 협상팀원인 금태섭 상황실장은 MBC라디오 인터뷰에서 여론조사 역선 택 우려를 제기하면서 "박 후보 지지자들이 자기들한테 어려울 것으로 느껴지는 야권 후보를 피하는 현상"이라며 "박 후보 지지자들이 가장 두려워하는 상대가 안 후보"라고 말했다.

새누리당 박선규 대변인은 연합뉴스와의 전화통화에서 "야권 단일화는 누가 뭐래도 두 사람의 역할분담과 그에 따른 자리배분 형식으로 진행될 것이 분명하다"면 서 "정치쇄신이니 국민의 뜻이니 고상한 말로 포장하지 말고 솔직하게 `우리는 지금 자리 나눠먹기를 논의하고 있다'고 분명히 밝히라"고 요구했다.

이런 가운데 세 후보 간 신경전도 가열되고 있다.

후보는 세종시에서 열린 세종시당 선대위 출범식 인사말을 통해 "선거가 36일밖에 남지 않았는데 (야권은) 민생과 상관없는 단일화 이벤트에만 매달려 있다"며 "서로 입지를 높이려는 단일화로 글로벌 경제위기를 극복할 수 있겠느냐. 이런 사람 들이 과연 민생을 살리고 중산층의 삶을 챙길 수 있겠느냐"고 반문했다.

안 후보는 여의도에서 열린 중소기업중앙회 초청간담회에서 "경제민주화는 누가 대통령이 되더라도 꼭 이뤄야 하는 시대정신"이라며 "심하게 평가하자면 박 후보의 경제민주화나 재벌개혁 약속은 일단 지금까지의 경제력 집중은 인정하고 앞으로 잘해보자는 것이다. 무늬만 흉내 낸 가짜라고 평가할 수밖에 없다"고 지적했다.

두 후보는 전날도 상대를 겨냥해 "안보 리더십은 하루아침에 만들어지지 않는다 "(박 후보), "정수장학회에 대해 박 후보가 스스로 해법을 제시해야 할 때다"(안 후 보)라는 말을 주고받으며 공방을 벌였다.

문 후보는 이명박 대통령의 내곡동 사저부지 의혹 특검 수사기간 연장 거부와 관련해 성명을 내고 "국정운영의 최고책임자가 자신의 의혹에 대해 스스로 수사를 중단시켰다는 것은 민주주의 국가에서 민망한 일"이라며 "게다가 박 후보 측조차 여 기에 동조한 것은 더 이해하기 어렵다"고 말했다.

Ahn-Moon merger talks on bumpy ride

The process of selecting the unified presidential candidate to represent the progressive bloc in the Dec. 19 election is facing delays as the two sides differed over political reform.

In announcing the plans to merge their campaigns on Nov. 6, Democratic United Party presidential candidates Moon Jae-in and independent Ahn Cheol-soo said that the process would begin with drawing up joint political reform measures.

The joint declaration, which DUP officials had projected to be completed within three days, was expected Tuesday.

“The final tuning is in process, and it is expected to be completed without major disagreements,” Woo Sang-ho, chief of public relations for Moon’s campaign, said.

“Once the tuning is completed, the two candidates will meet and issue the joint new politics declaration. We are looking at one or two days (to go).”

Ahn’s side, however, does not appear to be as optimistic.

“If the lacking parts are not filled, the timing could be delayed. We need to make the effort, and we all have the duty to reveal it to the public in detail and with sincerity. The joint new politics declaration is not a rite of passage,” Ahn’s spokesperson Yoo Min-young said Tuesday.

The main topics the two sides are clashing over are said to be the number of National Assembly seats and the central party system.

Last month Ahn said that the number of National Assembly seats should be reduced to 200 from the current 300, and that the central party system should be abolished. In local politics, the parties are governed by the central party that has the authority to nominate candidates for general elections.

Moon, on the other hand, has suggested increasing the number of proportional representatives while keeping the total at 300, and altering the role of the central party, including taking away its power of nomination.

While the political reform negotiations appear to have run into an obstacle, the two sides launched the negotiations concerning the unified candidate selection method.

The negotiations over the selection method got under way on Tuesday with Reps. Park Young-sun, Yoon Ho-jung and Kim Ki-sik of the DUP meeting with Ahn’s campaign aides Cho Kwang-hee, Geum Tae-seop and Lee Tae-kyu for the first time.

With the two camps having shown a marked difference in preferred methods even before the merger was made official, the latest negotiations are likely to prove significantly tougher.

Ahn, for whom opinion polls are considered to be more advantageous, stressed the need to select a candidate “who will be victorious in the final election.”

Moon, on the other hand, appears to be sticking to his party and camp’s view that open primaries are the right option.

“The process is as important as the result. As such, we will do our best to achieve beautiful unification,” Park said ahead of the meeting in Seoul.

“Today’s meeting should not produce a winner and a loser, but should be a meeting for the people and supported by the people.”

Park’s opening comments, however, did little to hide the tension made obvious by comments from key campaign officials.

Geum, chief of Ahn’s situation room, claimed that Ahn was the candidate “most feared by the supporters of Park Geun-hye” in a radio interview held earlier in the day.

He also claimed that the opinion polls showing Moon as the favored unified candidate were distorted. Geum said that because Park Geun-hye supporters were choosing the DUP candidate in opinion polls as they are less concerned about Moon than a scenario in which the Saenuri Party candidate is pitted against Ahn.

Moon’s aides also continued to repeat their side’s views.

“We have no intention of conducting a political negotiation regardless of advantages and disadvantages. Only when the process is conducted with the attention and participation of the public can there be meaningful unification of the supporters,” Woo said.

“Ahn has said that the authority of nomination will be returned to the public and that that is political reform. I emphasize that the preliminaries for presidential candidacy cannot be an exception.”
